-went against law for restricting women's rights
- few years after Morgentaler Decision of 1988, tried to pass another bill to make abortion illegal, failed
-abortion covered under Canada Health Act as a medical procedure
-difficult for women to find health services who give abortions 
-average 17.8% hospitals have abortion services
-Prince Edward Island and Nunavut have no abortion access
-Newfoundland, New Brunswick, Manitoba, Saskatchewan have barely any abortion services
