Referred to as bill and given number for easy reference: brought up for discussion in house, and minister explains why gov. wants it to become law of canada. Opposition members will give their response as they debate bill in second reading : bill given to a committee to be examined in detail. Committee then reports back to house with recommendations for changes: bill is then ready for third reading .
