Programs of lobotomy were one of the favoured strategies where state departments of mental hygiene demonstrated their commitment to the new medical issue. Medical directors started to incorporate the lobotomy into their own treatment programs in some manner. Judged solely on the basis of frequency of use, psychosurgery had passed through its experimental phase and out of the restrictive realm of clinical trials as well. Walter freeman and his colleagues new about the neurophysiological implications of an injury to the front of the brain. When questions arise as to whether a doctor acted appropriate in deciding the use of treatment like a lobotomy, what is really demanded is a reconstruction of this clinical deliberation. Good medicine does not focus on if the treatment is effective, it focuses on the purpose of its use instead. Operations were useful in some regard is stipulated without contention. The procedure was considered to have been too effective.
