It had almost been 10 years since the bantustan idea was introduced by the nationalist government as a measure towards the solution of the native problem. Sauer, a government minister first suggested the apportionment of parts of the country to accommodate the native population. There was the sovereignty of eight bantustans or homelands. At first the idea of separate development was rejected by the whole population. The afrikaners started to show interests in the idea and therefore people began to pay attention to it. They launched petty apartheid and were given support by the english press. It became necessary for black people to restate the case against the bantustan idea. There were two views about it: total acceptance with the hope that any demands made by the blacks through peaceful negotiations will lead to granting further concessions by the white power structure. The bantustan philosophy can be exploited towards attainment of our overall goals.
