From the start of the secession crisis, lincoln reiterated his promise not to interfere with slavery in the southern states. Most residents of the seceded states, including many with slave owners were unionists at heart. Douglass argued that black labour would continue to empower the confederate cause. People in the free states began to call the government to take a harder line on slavery. He built his career as a pro-south democrat. He had three fugitives and instead of declaring them free, he transferred the control of them to the federal government. In august congress passed the confiscation act of 1861. The new law provided any master using slaves in the aid of the confederate war effort shall forfeit all right to those slaves.
