There was an old view that thought that science was simply a matter of going out and recording facts, when you get enough, then make a generalization. They thought that the recent advances weren"t being made in other areas b/c there was too much time talking about areas we couldn"t directly observe (in psych - instinct, thoughts, mental states, etc). They thought this was s stumbling blocks to the advancement of the human sciences. In reaction against this, there was a general phil reaction - getting rid of things that were other than behavior. This idea was developed in the us by watson and became known as behaviorism , but the rest of the world had these thought too. We are going to study things that are measurable and concentrate on behavior. This was the dominating view within the human sciences. Bloomfield brought this in to the second chapter in his book -- how linguistics can fit into this behaviorism.
