Bureaucracy has spread continuously which suggests that the original radicalization has been shifted. Increasing rulers" need to control their staff and citizenry and bourgeois demands for equal protection under the law. The most important one is the competitive market place. It is primarily the capitalist market economy which demands that the official business of administration be discharged continuously and with as much speed as possible. Organizations are still becoming homogenous and bureaucracy remains the common organizational form. Structural changes in organizations seem less and less driven by competition or by the need for efficiency. Bureaucratization emerges out of structuration of organizational fields. There is the emergence and structuration of an organizational field as a result of the activities of a diverse set of organizations and the homogenization of these organizations and new entrants once the field is established. Organizations: constitute a recognized area of institutional life - key suppliers, resources, product consumers, etc.
