The inter-war period, 1918-1938, in africa since 1800: 170-182. War made them responsible to international opinion: former german colonies were divided among the victor nations, british took most of the former german colonies. Turned out to be the mandatory powers who tended to dominate the commissions meeting in practice. If properly balanced they didn"t contradict each other. Indirect rule government through traditional chiefs: concealing the exercise of power, taxes collected by chiefs and given to colonial powers, called dual policy. The dual policy in e and c africa. In 1925 there were government inspectorates at every colonies: subsides only given if teacher were trained and syllabuses were followed. After graduating most students rejected the occupations intended for them from their school and prescribed by the colonial authority. French manufactured goods: must be centers for production, assimilation no self governance or independence, only 2000 out of 14 million received french citizenship.
