Chapter 10 education policy: access to education who education is for, equality of opportunity. School systems can compensate for existing social and economic inequalities in a society. Universal access to school will serve as a leveler. Example: european systems, which rely on competitive exams, have traditionally reinforced rather than overcome class distinctions, with only a small % of university students coming from middle and working classes. In systems that have adopted equality of opportunity policies like the us emphasis on promoting equality has declined. Education policies in most countries stress merit over. Reinforcing existing inequalities: should curriculum be governed by equality of provision, equality of provision all students in education system receive same type of education. Intended to give parents more control over their children"s education. Such programs involve financial assistance for education that is provided directly to individuals, not schools. Parents free to spend funds at school of their choice.
