Language is regulated by the rules of grammar. To classify a form of communication as language, several important criteria must be met: A sentence can be reorganized and still retain its meaning because a syste of rules detail how each word fits with the ones around it. Ex: (1) the quick brown fox jumps over the lazy dog and (2) the lazy dog was jumped over by the quick brown fox. Words in a language arbitrarily represent what they mean. What specific sound is assigned to represent a concept is completely arbitrary (nothing about the word cat to indicate it refers to a furry animal) If the sounds we used to identify objects had to relate or describe that object in some way, it would not make sense to call the object words in other languages. Words in a language can be comined in many productive ways. Almost limitless ways to combine words to describe objects, situations and actions.
