Not all young people and families have a child and youth care practitioner involved with them. Mostly with young people between the ages of 5 and legal age (18,19 or 21) Programs specialize in both particular age range and a particular set of needs or circumstances for the young person. Child and youth care practice began as work with young people who were emotionally disturbed, aggressive, delinquent or orphaned. Young people encountered during child and youth care practice are young people who are growing and developing as members of society. They have special needs and/or special circumstances that require assistance. People who have problems relating to physical, emotional or mental health, unusual behaviour or unusual or delayed development. Bifurcation between usual or normal in comparison to the unusual or abnormal. Distinguishing between concepts of health and illness are important because child and youth care takes a social competence approach that focuses on health.
