Chapter 3, protecting children, rights in principle rights in practice. Prevention is the best way to protect children, attention on criminalization of sexual exploitation online, focus on education on technologies. Violence at home needs a focus on non-physical discipline, clear laws promoting lack of violence against children and more consistent legislation. Violence in schools such as peer violence and physical punishment, bullying prevention needs to include children and adults who are consistent in their roles. Violence in sports needs awareness campaigns and stronger rules/penalties, physical and emotional abuse. National leadership involving coordination between enforcement and prevention, consistency, high priority for child violence, and advocacy. Poverty during childhood can do long term harm, 1/10 children affected. Universal child care benefit isn"t effective because after taxes some poor children receive less than wealthy. Need for minimum age for employment with safeguards on hours and conditions.
