According to some scholars, juvenile justice system was created as response to problems generated by emerging system of capitalism serving to undermine traditional family supports. Growing numbers of poor children on streets. Higher levels of street crime committed by young people. According to others, juvenile system was creation of victorian reformers/child savers. Child savers - term used to refer to 19th century north american middle-class reformers who were instrumental in creation of separate system of justice for juveniles. Believed delinquency was product of bad environments & that state should act like parent to save children from environments. Canadian juvenile system - officially created in 1908 through passage of juvenile. Legislation did not occur in isolation but rather was culmination of number of pieces of legislation & welfare reform efforts that began 100 years earlier. Kelso & kelso credited w/ creating juvenile justice system. Welfare-based juvenile justice system - model of juvenile justice based on rehabilitative philosophy.
