Unitary system - system of governing in which sovereign authority rests w/ central gov. Federal system - system in governing in which sovereign authority divided/shared b/w central gov & regional govs. Many countries have unitary systems of gov. Constitutional relationship among diff govs is hierarchical. Regional & local govs subordinate to central gov. Generally provide uniformity across country in terms of common laws & policies. System of governing in which central gov grants some legislative powers & administrative responsibilities to one/+ regional bodies. Does not involve sharing sovereignty w/ regional govs. There has been tendency in recent decades for central govs in unitary systems to devolve powers to regional authorities. Can be response to nationalist movements seeking self-government/independence. In federal system, regional govs not subordinate to central gov. Federal & provincial govs each derive authority from constitution.
