Characteristics: non governmental, non profit, independent, self regulating, reliant in some measure on the work of volunteers. Under certain conditions individual social capital becomes community social capital: individuals having longer time horizons in their communities are more likely to invest in social capital, individuals having the most education are more likely to invest in social capital, community homogeneity increases social capital investments.
