(127) In the mid-1970s, the united states formally abandoned its commitment to the rehabilitative ideals that had guided its prison policy for decades. Correctional administrators embraced a new philosophy built on the notion that incarceration was intended to inflict punishment and little else. (128) In this way, prisoners who cannot handle the profound isolation of supermax confinement are almost always doomed to be retained in it.
