Public decides when problems in a problem. De nition of violence within families has been evolving. Historically, rst type of abuse to catch public attention was child abuse, followed by wife beating and elder battering. When de ning family violence, two elements must be considered. In canada, family violence used to refer to a range of abuse behaviours that occur within relationships based on kinship, intimacy, dependency, trust . Verbal abuse (yellowing, screaming, swearing) not usually recognized as violence by may be equally intimidating. Same act may have different effect depending on who does it and against whom it"s directed. Ex: small woman shoving large man vs strong man shoving child. Abuse > situation in which person takes advantage of less powerful person. Encompasses neglect, sexual and emotional abuse, nical exploitation, physical violence. De nitions determine who"s counted as abused and who"s eligible for services. Also decides type of help offered and how well it stops abuse.
