Notion that development is synonymous with economic growth has been subjected to severe criticism. Most signi cant is that of amartya sen, who has argued that commodities the production of which is a major part of economic growth are only of value to us in terms of what they allow us actually to do. According to this view, therefore, development can be seen as a process of expanding the real freedoms that people enjoy . This is very close to what the rst prime minister of independent india, jawaharlal nehru, said early in 1947. Referring to the tasks that lay ahead for the new country, nehru spoke of the need to give every indian the fullest opportunity to develop himself according to his capacity. Though these values are of course not entirely independent of wealth (and of economic growth), neither are they reducible to it -they are sought through in measures of human development, considered further below:
