Subscribed to theory of social determinism: believed that women broke the law because they were in needy and desperate circumstances. Central part of his program was rehabilitaion: achieved through a beter system of classiicaion, more humane discipline, indeterminate sentence, educaion, recreaion and measures to prep prisoners to return to society. Prisoners housed together in large rooms with the worst in solitary. More than half commited suicide: led to the prison permiing ofenders to work in silence during day and solitary at night.
