If a proper sampling plan is never implemented, the conclusions can be misleading and inaccurate. Sampling frame: list of the population of units from which the sample is drawn. Sometimes a sampling frame can include unwanted units or exclude desired units: not reaching the individuals selected. Even if a proper sample of units is selected, units may not be reached: having a low response rate. Even the best surveys are not able to contact everyone on their list, and not everyone contacted will respond. The lower the response rate, the less the results can be generalized to the population as a whole.
