Evaluation can create anxiety among program stuff, staff members may be unsure how to conduct evaluation, evaluation can compete w services for scarce rsources, can be misused and misinterpreted esp by program opponents. However using program evaluation, agency staff and evaluators can show that a specific program achieved its intended effects or modify it to become more effective. Theory failure: concerns program theory, belief/hypothesis of program. Implementation failure: concerns quality of program implementation, theory may but good but implementation was weak due to lack of resources, insufficient training etc. Linney and wandersman prevention plus iii boils program development down to basic steps. Target groups ex teachers, children entering middle school etc. Desired outcomes ex increases in attitudes rejecting smoking.
