Process: a statute is passed to create a board, agency, or commission to supervise an acivity. The statute will also set out broad policy guidelines for the regulaion of the acivity by the paricular agency. These boards or commissions are referred to as administraive tribunals. To enable the tribunals to carry out their public policy goals, they are generally allowed to set their own procedures and rules. It may be approved by the gov"t as an order-in-council, or approved by the minister in charge of the tribunal, depending upon the importance atached to the regulaions. Administraive tribunals: agencies created by legislaion to regulate aciviies or do speciic things. Regulatory body is established because of a perceived need by either a federal, provincial, or municipal government to protect the public or to ensure that services provided to the public meet certain standards.
