Law is a rule that is defined to measure the acts of humans; whereas reason is the act of law that is the first principle act of human acts. In other words, the nature of law is the law of reason and reason is led to the act of law. Law commands and forbids an individual to act a certain way, as reason is to command you to act. All irrational animals participate in their own way of eternal reason/law, just as rational creatures do. However, the eternal reason/law itself participates in knowledgeable rational creatures, and thus are capable of rational reason and to be lawful (perfection, goodness, happiness, and avoid all evil). Since irrational creatures participate in eternal law but are not being participated by it, these irrational creatures are not considered to be good and lawful in a sense of happiness, but are instead evil, inferior, and unlawful.
