Substance abusers tend to do poorly in school. Arises when an individual uses a substance repeatedly, which causes functional or clinical impairment. Substantial cost: burden to health care resources, law enforcement and loss of productivity at work. Harm reduction approach: focuses on risks and consequences of substance abuse rather than the use itself eliminating all substance use is unrealistic, focus on reducing effects. Implemented at the community level: focus on facilitating safe use of substances (ex. methadone maintenance and needle exchange programs) puts them less at risk. Insite = canada"s first safe-injection site in vancouver less likely to share needles, 35% reduction in fatal overdoses.
