Nevertheless there is an important reason for such scrutiny. Police stand for the "thin blue line" between chaos and justice, between the "war of all against all" and lawful justice. No other criminal justice specialist undergoes as much constant and public scrutiny but no other criminal justice specialist exerts as much discretion in so many cases. When you know police are personified by intimidation, the criticism is understandable. Classifying two distinct tasks crime fighting and public service is relevant as having very different implications for decision taking. We do not of course wish to imply that these duties are necessarily contradictory or exclusive; however, it is important to note the past and current influence of these different positions.
