Translate those needs and wishes into laws that determine who gets what. Agenda setting: government identifies the list of issues and problems to which it will pay attention. Policy formulation and adoption: government considers various solutions and formally approves a particular one. Policy implementation: government translates the law into action. Policy evaluation: government and nongovernment actors assess the successes and problems of public policies. Lawmaking: passing the laws then overseeing government administration.
