Parliamentary systems: majority party in the legislature selects its leader to be chief executive. Presidential systems: citizens independently elect representatives in the legislature and the chief executive. Represent the needs and interests of ordinary people. Translate those needs and wishes into laws that determine who gets what. Agenda setting: government identifies the list of issues and problems to which it will pay attention. Policy formulation and adoption: government considers various solutions and formally approves a particular one. Policy implementation: government translates the law into action. Policy evaluation: government and nongovernment actors assess the successes and problems of public policies. Lawmaking: passing the laws then overseeing government administration.
