Safe harbor agreements are voluntary arrangements between the USFWS

promote voluntary management for threatened and endangered species
on non federal property while offering assurances to landowners
regarding future regulatory restrictions of these species on their land
The USFWS and NMFS are responsible for determining which species
listed as threatened or endangered, as well as for delineating critical
habitats necessary for their conservation
What is a Habitat Conservation Plan?
The final conservation plan under the Endangered species act is an HCP.
It is a planning document that can cover a single action or a number of
similar activities that will occur over a broad area
They describe the anticipated efforts of the proposed taking, how those
impacts will be minimized and mitigated, and how the plan is to be
funded
What are some examples of Incentive Programs?
Conservation reserve program - pays farmers an annual rental payment
under 10-15 year contracts to set aside previously cropped land that is
considered to be marginally productive or highly erodible
Grassland reserve program - volunteer program that enables landowners
to restore or protect native grasslands on portions of their property
through long term or permanent easements
Wildlife habitat incentive program - voluntary program that pays up to
75% of the cost to private landowners for enhancing wildlife habitat on
their land
