The funding of medicare is the responsibility of the provinces. The federal government is responsible for transfer payments from federal revenues. In 1914, there was local funding for healthcare in some municipalities. For example: a doctor in sarnia who was paid a retainer to stay after he planned to leave. Another example: municipal healthcare plan offered by saskatchewan. After the british adopted a national healthcare strategy in 1912, the canadian medical association (cma) felt threatened. They still held a pay for service model which increased in scale according to a patient"s income. They strongly disagreed with the government interfering unless it involved helping to pay for those who couldn"t. After world war i, there was a push in bc for public insurance due to labour disputes, soldiers returning home injured and the spanish flu epidemic. Doctors campaigned for better benefits for workers to help curb losses.
