Too much attention is paid to individual barriers for functioning, instead of assessing social, cultural and material barriers for social inclusion in the labour market. Article 27 of the crpd specifically addresses this issue. Threat to the jobs of non-disabled persons. Public policies that do not encourage hiring of pwds.
