At the end of the war, when the allies liberate germany and eastern europe and they find what has happened, and find the scope of the crimes committed. Not simply about the events themselves, but about the scope. The official figure at the start was 2 million people, and that was too much to believe. Nuremberg trial, etc, the unveiling of what the holocaust was happened. The world learned in detail of what the holocaust was. But the problem was that this crime was so broad in scope and so terrible, that no existing crime could actually describe this. So, they invented an entirely new category of crime - crimes against humanity. Then, there was a period of silence for about 15 years. Many of the survivors were still so traumatized, so they couldn"t talk about it.
