The outermost layer of the meninges; in contact with the cranial bones. Is the thickest of the layers and is made of dense irregular connective tissue making a strong outer covering the brain. Periosteal layer: closely adheres to the bone; only found surrounding the brain, not the spinal cord. The spinal dura mater only has the meningeal layer of the dura mater; cranial has both: arachnoid mater. The meninge in between the pia and dura mater.
