Child, sibling, parent & elder abuse + social change. Doing nothing about it, is still doing something. Where the children are abused, it is quite the norm for the wife to also be abused (and vice versa) The child victim and the none abusive parent need to be counselled together. The victim usually blames the non abuser for being abused because they stood there and watched, and never stopped it. The victim is usually more upset with the non abuser than the actual abuser. The only thing that they could do together is leave the family. The mother is usually the non abuser because in our society the mother is supposed to protect their children and the father is supposed harm them. The first place to notify any suspected act of child abuse is the cas. Cas then starts to investigates the case.
