Sovereignty (internal/external: sovereignty refers to the right of a group of people to rule themselves. To be sovereign is to be self-ruling, offering no higher authority than oneself: internal sovereignty means power within ones territory, external sovereignty is the recognition that all states possess this power in equal measure. Treaty (convention, accord, agreement) - treaty is a contractual deal between countries made by governments. Accord is an agreement but may not be legally binding. An agreement is something that is left unsigned.
