Power is the ability of an individual or a group to impose its will on others, even if they resist. Normal politics is politics as it is practised when authorities are firmly in power. Politics beyond the rules is politics as it is practiced when the legitimacy of authority grow weak. The us of force by authorities is a sign of their weakness: if authorities are truly in a position of strength, their rule will be widely recognised as legitimate. The ultimate seat of power in society is the state. The state is a set of institutions that formulate and carry out a country"s laws, policies, and binding regulations. Governments initiate policies, propose laws, and they see that they are enforced (executive branch) Proposed laws are turned into operating statutes by the legislature, which includes all the people elected in parliament.
