One way to look at the history of policing is to look at 3 different eras. The professionalization of policing: a neutral/impartial police y function no longer providing social services, rather about law and order. y o. w. Wilson preventative patrol design to produce a feeling of omnipresence . Problems: y crime rate increases y public perceptions of fear of crime/victimization high y socio-political problems. 98% of police budgets are deciated to salaries (paying for human resources) 60% of remaining budget gets spent on patrol work (includes criminal investigation and traffic work). Only between 10-25% of all calls to the police have to do with crime (60 s and 70 s research). This seems to have changed in the last decade. Still 1/3 of all calls are crime related but false alarm . 85% of crime can involve property offences y due to insurance claim, need to call police. Nature of patrol work: most officers spend their time waiting.
