When making decisions about funding, there could be an in most cases will be unintended consequence. Family health care teams wanted to move physicians to basket funding based on the amount of patients they have on their roster they can still bill for complex patients. They had to have evening clinics available. If patients go to a walk in clinic, the physician would lose money. Assumed that physician w/ 2000 patients before changes were made, would roster them all and have a guaranteed amount of pay while knowing what their pay is. Assumption that physicians would stay at the roster of 2000. Instead of staying at the 2000 patients they considered taking on more patients for additional income and increased the roster size by 25% Accessibility was reduced due to having more patients. More people would have access to a family physician.
