Jg herder: natural" and durable- developed organically- come from a place- shaped by its surroundings- group becomes an ethnic group, national group,- central to their identity. Under challenge, ethnicity and even race reasserted. Nation constructed on foundations of state: there is something ethnic that composes a nation- state comes first. Civic loyalties and citizenship- ability to effectively make demands in relation to the state.
