Affects the primary age group of the voters older people vote at much higher rates than younger people: low fertility. A fertility rate that is less than 2 having fewer children that can replace the two partners. Creates smaller cohorts that come into the bottom of the population period. Until the 1960s, women in canada had 3-3. 5 children per women. Fertility decline occurred due to increase in women"s education and labour force participation, etc. Since the 1980s the tfr in canada has been low and remained relatively flat: increasing life expectancy (canada 1921-2011) Predominantly happening to mortality decline at the oldest ages. Shows period life expectancy in every year mortality declines for both men and women.
