Risk refers to the probability of recidivism that risk that the o ender will commit another sexual o ence in the future. The justice model 1970s: emphasis on ideas of due process, determinant sentences, proportionality between o ence and sentence given. The community protection approach late 1980s/early 1990s - present: emphasis on protection, rights of victims and public safety, calls for more focus on level of risk posed by o ender, not so much treatment. Idea that strangers are the biggest threat to us. More than 80% of sexual o ences committed against children are people known to them. Most often child abduction is by parent, not stranger.
