Labour Relations Structure of the Labour Movement  Tripartite system (3 parts)  Government lays out the rule by which they play the game  legislation o OLRA Ontario Labour Relations Act  There is one for each province o CLC  Canada Labour Code  Some work cross provincial boundaries  Therefore they use this to be more federal Union Structure  Parent Union what you think of when you think of “union” o What they do is like what the parent of a family would do o Ex. UNIFOR, CUPE, Teamsters Canada, etc.  Local  In a specific location/business  Labour Congress  Do a lot of research to ensure they have the power to negotiate with the government o AFL/CIO – American federation of Labour/Congress of Industrial Organizations  All across NA (international) o CLC – Canadian Labour Congress  National o OFL – Ontario Federation of Labour Power Struggle Union  Ability to take the human resource away o This can give them sufficient power  Threat of strike o Timing  Ability to carry it out o Strike fund  Unions threaten to strike when it would be the most inconvenient for management = POWER o Ex. Mailmen would threaten to strike during Christmas as they would have the most power then o Ex. Teachers would threaten to strike in the middle of the semester when it would result in all students not getting their course credits o Ex. Worst for Breweries to strike near St. Paddies day Management  Ability to withstand a strike o Stockpiling o Subcontracting  Getting another company to do some work for you (outsourcing) o Skeleton staff o Strike breakers  Scabs  inside the company that are willing to come back to work  Replacement workers  Someone completely outside of the company o Strike insurance  Industry-wide lockout o Management can do the opposite of what the union does o Union goes on strike, but management locks the union out  Gives management power  Employer association bargaining o ECAO vs. IBEW o Small companies band together to form a group  Management will have POWER when they have the ability to withstand the strike o They do not care/it does not affect them if unions strike Types of Unions  Depends on what the membership is made up of determines where the power base comes from o Dictates the type of power o Dictates the tactics used o Dictates what t
