In 1967, congress passed the public broadcasting act, which meant a non- commercial broadcasting system became a national mandate for the first time. It wasn"t very strong, so it couldn"t become a fourth network in competition with the big three. It would have set aside 25% of all frequencies for non-commercial broadcasting. Ford foundation funded public television stations in the us. Created national television network (net) in 1963. Created the corporation for public broadcasting (cpb), which was used to administer funding to local stations to produce more educational programs. But because making television shows were expensive, the cpb set up a new network called the public broadcasting service (pbs) They ere funded by tax dollars, corporate donations and donations from individual americans to promote production of educational programs.
