Military officers sent to germany to study. 1862: interpreter"s school tongwen guan opens in peking; chinese students paid to learn english & 1872: 30 chinese teenage boy students were sent to the usa to study at hartford, conn. a total of 120 boys were sent from 1872-1881. The best of them were sent to europe for military and technical training. Only a few successful enterprises; china"s traditional economy remains largely unchanged.
