In his celebrated essay on liberty he sets out, first, to define the relationship between the individual and any power that can be legitimately exercised over him, and second the limits that can be imposed on such power. Thus, individuals not only should be protected from the power of an officer of the state but also from the tyranny of the dominant opinion and feeling of the society. Liberty for the political subjects can be guaranteed in two ways.
