It may also punish innocents to set an example: reform/rehabilitation: correct the behaviour of criminals so the individual will not reoffend. There is more of an emphasis on it. A forward looking way of punishment - we punish because we both want the criminal to pay for the crime and that we want the person to turn out better. The moral issue: concerns whether capital punishment is morally acceptable way to punish people or not.
