Many in remand custody bc of barriers to bail release, including communication restrictions, money bail (alberta) & surety requirement. Constant flow of new people (46 thousand admissions in ontario alone) People are admitted directly from community following police custody. Many people violently ill in first few days huge amount of medical. All remand custody is maximum-security (remember, all legally innocent) Special pops/bed limited (no protective custody for women) Special pops protective custody & segregation.
