Communicative action rejects the notion of the rational decision-making model in a way that major problems within our communities cannot be solved through rational based planning. In this way, communicative action recognizes the complexity of problems and the environment in which they occur therefore acknowledging that there are multiple possibilities and choices for a course of action. The reality is that planners face various different scenarios on a daily basis where all the information is not present, and therefore are unable to make the perfect choice with the absence of information. The strategic approach to ca is decentralized in that the planner acts as the facilitator of community based decision processes. This approach removes the planner as the top-down plan maker and offers a broader level of community input which tackles problems from an emic (insider) viewpoint as opposed to that of an etic (outsider) viewpoint.
