Exclusive right to construct and operate offshore wind farms in eez: other states barred from undertaking economic activities in the zone unless coastal state has given its consent, art. 73: state may take necessary measures to ensure compliance with laws and regulations that conforms with the convention; may exercise both legislative enforcement jurisdiction over foreign vessels in the eez.
