This proved 2 b impossible 2 decide on, really shouldn"t have been. Biggest question was whether amends should require prov unanimity. Convention developed that natl govt would get prov unanimity b4 requesting amend from westminster. 1982 const act est 5 diff ways 2 amend, depending on subject matter. Parli, 7 prov legis representing 50% of pop. Formula not simple, still not easy to amend. Some thought can didn"t need bor, like gb. But had been abuses in past, and advocates for const entrenched bor won out. Issues of const change re: amend formula, charter, qc dominated can politics for decades. Victoria charter was agreement btwn natl/prov govts addressing concerns of provs, mainly originated by qc demands, 1971.
