Purpose: define values of can. poli system. All power can"t be w/ one person. Constitutional rules must be understood and reinforced. Values of system are expressed thru const. rules. As interpretation of values changes w/ times (ex: broadened def. of personhood), const. rules change too. Howev, much of can gov. is based on const. These norms not clearly defined anywhere, not enforceable. Before charter, parli. had unlimited legislative jurisdiction. Courts" only job was to determine federal vs. provincial jurisdiction. Thus, many matters (civ. +poli. rights) were only discussed within the framework of legislative jurisdiction.
