09/21 docherty, parliament: making the case for relevance. Parli is supposedly the heart of democ, but many are disillusioned. Yet legis are important, and ppl must understand their workings to know their relevance. Responsible govt can"t be too responsive to minute needs of the ppl. Howev, does need to b responsive, both to ppl and legislators. In theory, relationships btwn citizens, mps, pm, cabi, and public service are simple. Gov"t must have confidence of hoc--but parli discipline reduces ability of hoc to responsible (easier in times of minority govts) Question period, legi committees, caucuses, legi debates balance ability of govt to do job w concerns of those not in cabi--public gets angry if parli lets govt run roughshod. Citizens question govt that hinders legi process (ex: limiting debate) or is stuck in gridlock. Effectiveness/relevantness of parli depends on both representative insts and mps. Parli has 3 components--crown (hereditary), sen (appted), hoc (elected)
